释义	改土歸流 gǎi tǔ guī liú明、清兩代在少數民族地區實行的一種政治措施。明代中央政府在西南地區廢土司制度，設貴州布政使司，下置八府。清代中央政府在雲、貴、川等省大力實行以中央任命並可隨時調換的流官代替土司管轄地方的措施，即改土歸流，使原土司地區的地方行政與內地趨於一致。
