党和国家领导制度的改革
dǎng hé guó jiā lǐng dǎo zhì dù de gǎi gé
邓小平1980年8月18日在中共中央政治局扩大会议上的讲话。编入《邓小平文选》第二卷。提出了党和国家领导制度以及其他制度需要改革的问题。指出制度方面的弊端主要是官僚主义、权力过分集中、家长制、干部领导职务终身制以及各种特权。建议调整国务院领导成员和更新各级党政领导机关，逐步实现领导人员年轻化、专业化；修改宪法，设立中央顾问委员会，企事业单位成立职工代表大会，等等。
